Disqualification / Rejection of Offers Offers not submitted through the Quantum system, or submitted using incorrect credentials, will be disqualified. An individual wishing to submit an offer for an Individual Contract and sign an RLA contract on behalf of his/her company must use their own individual vendor credentials in Quantum and select the RLA modality option in the offerors form. Offers for Individual Contracts submitted under a company name will be rejected. If a supplier/vendor operates both as a company and as an individual contractor, they must create two separate profiles, each with a distinct email address.
