Procurement Reference Number: MOH/CONS/2025-2026/00070 The Government of Uganda represented by Ministry of Health has secured funds from Arab Bank for Economic Development in Africa (BADEA). The Ministry has allocated part of the funds to be used for the acquisition of Consultancy services for preparation of detailed designs and construction supervision for rehabilitation, expansion and equipping of Bugiri General Hospital. The Entry now invites eligible consultants to submit sealed expressions of interest for consultancy described above. Project Description The project is located in Bugiri District, one of the districts of the eastern region of Uganda, that lies 152 km from the capital, Kampala. The project aims in general to contribute to the achievement of Goal No. (3) of the Sustainable Development Goals in the next 10 years and health care delivery as well as Goal No. (1), which is the eradication of poverty to achieve wide health coverage for the poor in addition to Goal No. (3) of Africa Agenda 2063, which is Citizens enjoying good health and good nutrition. The project aims in particular to support the government’s policy to expand and upgrade medical services coverage, obtain economic and social benefits for patients, employees, business, health and the economy sectors, and contribute to strengthening the health system and its support mechanisms with a focus on primary health care to achieve comprehensive health coverage by improving jobs and adequacy Health Infrastructure and Logistics at Bugiri General Hospital. Objectives of the Consultancy Assignment 5.1 The objective of the Consultants’ assignment will be to ensure that: The project is designed and constructed efficiently, within budget, to the agreed quality standards and on time. 5.2 The Consultant will accomplish this objective by carrying out the following tasks: Reviewing studies conducted previously by Ministry of Health and carry out all technical, economic, environmental and social surveys and investigations if found necessary at the project site. Prepare detailed designs and technical specifications. c) Prepare related bills of quantities and Engineers’ estimates for the detailed drawings produced. d) Supervising all the construction works to ensure that designed facilities fulfil Ministry of health concept in the areas of quality, time and cost during the project implementation and regularly report to Management. e) Certifying preparing and recommending payments of the contractor to the Employer. f) Ensuring that construction procedures are in accordance with all government regulations including Environmental, Health and Social Safeguards. Scope of the assignment 6.1 The Consultants’ tasks will be carried out in a total of three (03) stages as follows: Pre-construction: Preparation of external designs Construction Supervision stage Post-construction and project close stage Consultants may associate with other terms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. Interested eligible consultants may obtain further information at the address given below during office hours Monday to Friday from 08:00am to 05:00pm (except on public holidays). This procurement is restricted to Arab, African or Arab-African firms according to the procedures of BADEA and in coordination with the Government of Uganda.
