The overall purpose of the role: The Accountability Specialist will lead the implementation of Accountability to Affected Populations (AAP) across DRC Uganda operations, ensure that the voices of people of concern are heard and integrated into program design and delivery. The position holder will strengthen a culture of accountability within DRC Uganda, ensuring compliance with DRC standards, Core Humanitarian Standards (CHS), donor requirements, and Uganda-specific operational contexts. Your main duties and responsibilities will be: Accountability Mechanism: Implement and monitor DRC Uganda's accountability framework, including Feedback and complaints Response Mechanisms (FCRM) at all operational sites. Support programme team to develop content for Community Feedback Mechanism CFM awareness-raising and design attractive Information, Education & Communication (IEC) materials e.g. posters, brochures and business cards and make sure they are disseminated to the public. With support of the MEAL Manager, continually aim to improve information sharing and participation with communities, support the design and roll out of innovative methods that increase the engagement and participation of persons of concern and stakeholders. Ensure feedback channels are safe, accessible, inclusive, and culturally appropriate for all affected populations. Regularly review and update AAP Standard Operating Procedures (SOPs) to align with Uganda’s context and DRC global standards. Collaborate with MEAL, Information Management, and Program teams to improve accountability tools and materials. Ensure timely documentation, referral, and closure of feedback and complaints in line with DRC Uganda’s CFM workflow, including immediate referral of protection-related concerns. Collaborate with field Accountability focal points and ensure accurate data entry into the CFM database. Monitoring and Reporting: Conduct regular field visits to assess the effectiveness of accountability practices and identify gaps. Produce weekly snapshots and monthly accountability reports highlighting trends, timeliness, and responsiveness to feedback. Support analysis and reporting of feedback data to inform program adjustments and learning. Work with Evidence and Learning teams to facilitate real-time learning and after-action reviews based on accountability findings. General Support to DRC MEAL System Support the proposal development process by identifying the budget/resources needed to establish and maintain the AAP systems and activities. Ensure that relevant accountability SOPs are up- to date, translated into the locally used / common languages, and shared with all field offices. Capacity Building: Deliver training and mentoring for DRC staff and partners on accountability principles, Core Humanitarian Standards (CHS), and feedback mechanisms. Conduct regular visits to field locations and ensure relevant program staff are refreshed on accountability principles by organizing accountability and CFM sessions as needed. Coordinate and liaise with DRC staff and partners to improve accountability practices generally and CFM accessibility for program participants, including establishing a broad understanding of the full function of the CFM amongst the communities we work with, DRC staff, partners, and service providers. Promote best practices and continuous learning on accountability across all DRC Uganda programs. Coordination and Representation: Represent DRC Uganda in national AAP forums, inter-agency coordination meetings, and working groups. Coordinate with program teams to integrate accountability into project design and implementation. Collaborate with Protection, MEAL, and Program departments to ensure feedback informs decision-making, adaptive, and program quality. Participate in the AAP Working Group meetings at national level. Participate in UNHCR Hotline / Feedback Referrals & Resolution Mechanism (FRRM) Focal Point Working Group Perform any other tasks as assigned. About you To be successful in this role, you must have at least 5 years’ experience in humanitarian or development settings, with at least 3 years in accountability or MEAL roles. Moreover, we also expect the following. Required Bachelor’s degree in Social Sciences, Development Studies, Community Development, Public Policy & Administration, Human Rights, Humanitarian Affairs, International Development, or related field. Proven experience managing community feedback mechanisms (CFM). Proficiency in data collection platforms (Kobo Toolbox, ODK, SurveyCTO, CommCare) and mapping tools like GIS. Hands-on skills in data analysis tools and packages such as Excel, Access, SPSS, Power BI, NVIVO, & Atlas.ti. Strong facilitation and training skills. Knowledge of Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks; familiarity with information management systems is an asset. Strong organizational and time management skills.
